The ring on the front of the arrow protects the shaft in case the arrow hits something very tough: a rock, a nail, a piece of metal...
The ring on the back of the arrow reduces the chances of shaft damage in case the arrow is hit from the back by another one.
The recommended size is the first one larger than the outer diameter of the shaft.
It must be put on the shaft before gluing the insert / the point, and before inserting the nock. Glueing the ring is not required.
